They will issue them only after the person handling the equipment has achieved proficiency in handling the equipment. Regulations have been made and training schools have been set up for teaching handlers on the exact techniques. These schools have been set up by the manufacturers of these wonderful inventions. The constant innovations need these handlers to be trained frequently on the methodology and functions of these machines.
